Source was always good enough to create masterpieces. It has some problems but most of the mods and maps on Source don't suffer from quality of the engine itself, but from ability of the developers. If you are able to do great stuff, Source surely can handle it most of the time.
It's true that Source is not an Unreal Engine 3. Obviously UE3 is more accessible and has more features, but that's not Valve's problem. They improve Source as they need it. On the other hand UE3 is mainly created as a product.
So making a comparison between these engines is not really possible. Just enjoy them ;)

Being in a skybox doesn't make things render faster. This is all stuff taken straight from other games anyway, by definition it can work.
Obviously it doesn't make it render faster but it renders less and ( If done right) can have and epic resolution making things pretty

Nope, this is being developed with the 2007 branch, as he posted about it on the Source Shader Editor forums on SPUF
Goes to show that Source can do anything if you know what you're doing xD
