To answer your question, Tellurian is a continually updated mod. As the IC Online battlefield is constantly changing and evolving, we work hard to adjust balance to best suit (or shake up) the current metagame. And, of course, we occasionally still add new creatures.
So, there's no "final version" that we're working towards. Now is as good a time to pick up the mod as any.

I'm still not really sure there's a bug here. Narwhal/pistol shrimp is a rather powerful unit with the narwhal head, which grants horns as well as a lot of extra damage. I did the same thing, but with the shrimp head, and the cost reduction was much more noticeable.
The issue you're having with the legs has to do with IC's power system. Power is a hidden stat that governs the thresholds for each research level. Narwhal/shrimp with no legs, or only one pair, sits right on the border between levels 4 and 5. You'll notice that giving it both sets of legs (with the claws) makes the unit level 5. High power creatures of a level (no legs or one set of legs in this case) will always cost more relatively than low power creatures of the next level (both sets of legs). Adding the claws is pushing the creature to the other side of the threshold. That's why the price increase is noticeably less.
I'm not getting this. What version of Tel are you running? Sometimes the cost reduction isn't as large as you'd think, especially for some of the larger, more powerful units. Also keep in mind that the shrimp's claws are adding a sizable amount of both melee damage And ranged damage, along with Barrier Destroy.

Can someone tell me if Hard mode has a time limit like Real mode does? I was told once upon a time that it does, but there's no mention of it anywhere. I'd like to try it, but having a time limit would destroy my immersion.

Just FYI, that campaign download doesn't add anything new, since it seems like that's what you're asking. Lots of people were asking about playing the campaign in Tellurian, so I just uploaded a version of the vanilla campaign for people to easily install to Tel.

Most likely it's C:\Program Files (x86)\Steam\SteamApps\common\Impossible Creatures.
Run the installer. When it asks you where you want to install the mod, point the installer to Steam\SteamApps\common\Impossible Creatures.

To access those files in the main data folder, you need to extract the file engine.sga with the ModPackager tool located in Impossible Creatures\RDNTools. In other mods (barring Insect Invasion), those files should be easily available inside the mod's folder.
Sounds like modtext.dll didn't install correctly. Ensure that there's a Tellurian folder inside of Impossible Creatures\Locale\English and that it contains the aforementioned modtext.dll file.
The character armies are stored in [modfolder]\data\sigma\prebuiltarmy. All you have to do to import them to another mod is copy that folder to the same place.
The profiles\profile1\multiplayer folder contains your own custom armies. Data\sigma\defprofile\multiplayer contains the non-character premade armies.
