The first impression is very important so we want to make sure it's up to par with how we want it to feel.

I'm not doing recruiting or organization stuff so I don't keep track of all our members. I can only tell you who committed changes to our repository in the last time. But from what I know personally there's 2 FS people actively looking into UE4 and the workflow it requires.
There's some still learning the new workflow for UE4, some are currently busy etc so it will hopefully increase soon-ish. For now though there's only 3 people contributing to game content (that means without concepts, "ideas", web and organisational stuff).

I'm not sure about multi-monitor support, stretching the game view across multiple screens isn't a problem, but I dunno if there's other stuff required.
We will have text chat and voice chat. Not sure when.
We have very simple (Team) Death Match bots right now. These will stay, but extending those beyond the Death Match rules and making them smarter depends on how fast we progress with other stuff, where the team's skills lie at that time etc.
Bots are not a priority, but a possibility.
Well, most of the assets are very modular so it won't be too much of a problem if the arrangement of the corridors doesn't work out.
I don't see a reason why we need to change the name of the project.
Yes, we can deploy to Windows and Mac currently and AFAIK Linux is in the works.
Note that these requirements are for developing with UE4, not playing a UE4 game. Just playing will probably require less, but we really can't say for sure right now.
1. No, we just need to go over all of the assets we have, adjust them and re-export them to UE. But for several reasons (as outlined in the last news) CC is a better place to spend our time on.

Those models are 10 years old and weren't very good back then. It's more work improving them than making new ones.

Creating your own server will not be a problem at all. However, how this will work with a (or any at all earlier on?) master server is uncertain.
